Opportunity
The Vice President, Product is accountable for the strategy, design, development, implementation and management of Blue Shield's product portfolio, inclusive of networks, benefit designs and value added programs. The leader is accountable for aligning product strategy with the Markets multi-year roadmap to deliver affordable, quality products on schedule that drive greater than market growth. The leader will manage three distinct teams within the Marketing organization:
• Product Strategy: responsible for defining product strategy and positioning. The team drives design, feasibility and definition of new innovations and manages the ongoing evolution and strategic direction of product portfolios. This team also plays a significant role in the development and execution of the ACO product strategy.
• Product Development: responsible for leading the end to end implementation of all new innovations and a product portfolio and custom plan of 2,000+ products, inclusive of product and network filings, product and network builds and annual product cycle and renewal activities. The Product Development team is also responsible for fulfilment of customer contracts, creating and loading of benefit narratives for member self-service and product quality assurance
• Product Transformation: responsible for delivering modular product components, based on pre-defined benefits, configurable at the point of sale that results in a reduction in product cycle time, an improvement in the accuracy of claims processed, an improved customer experience and administrative savings to the organization. One of a few core strategic initiatives, the Product Transformation work will deliver on significant IT investments and $30M+ in annual run-rate corporate savings.



Specific Responsibilities Include:
• Product strategy development that identifies unique opportunities to leapfrog the competition and drive greater than market growth
• Development and ongoing management of affordable and competitive product portfolios-medical and ancillary (specialty)-that are scalable and differentiated in the market
• Inclusive of tight coordination and integration with wellness, benefit design, and network selection, leveraging modular aspects of Product Transformation deliverables
• Define and drive the development and ongoing management of a competitive, sustainable self-funded offering that delivers better than market growth and acceptable financial results
• Define and drive the multi-year Product roadmap for Provider Partnership offerings that delivers on commitments to Provider partners and meets membership growth targets
• Drive business process improvement and technology solutions across the entire product function (strategy, development, transformation as well as multiple organizations in the company) to optimize a strong delivery foundation, drive efficiency and improve quality and timeliness of product output
• Develop strong relationships with executive leaders in legal, regulatory, actuary, underwriting, sales/account management and customer experience in order to collaboratively drive process optimization
• Fully embrace vision of product transformation and ensure the ability to deliver on future state capabilities in a way that fundamentally improves existing product development processes and customer experience
• Foster an environment that cultivates and promotes subject matter expertise, professional growth and overall employee satisfaction







Qualifications:




Candidate Profile and Requirements:

Knowledge and Skills:
• Product experience at the senior management level with demonstrated success in developing products and deliver on time to meet market demands.
• Knowledge of the commercial insurance space, particularly in the areas of product strategy and development, a plus.
• Experience and strong working knowledge of pricing and underwriting.
• Working understanding of health insurance products, including self-funded and fully insured plan designs, network composition and value added programs a plus.
• Understanding of ancillary services (dental, vision, life, disability) as part of a total value program to customers a plus.
• Demonstrated experience or proven track record in creating differentiated products.
• Experience driving business process redesign with measurable results.
• Proven ability to develop, lead and manage highly effective and high performing teams.
• Track record of driving cross-functional collaboration for maximum speed to market.



Education/Credentials:
• A Bachelor's degree is required; Master's degree preferred.
