Job Details
The Lead Applications Developer, within the IT Application Services, provides IT technical expertise to our business domains in order to deliver technical solutions that enable and enhance business processes. The qualified candidate is responsible for designing and implementing technology solutions for Blue Shield Applications - AuthAccel (Authorization Acceleration), Cactus (Credentialing), PRCARD, MCS (Medical care solutions. Create detailed technical designs based upon a solution design and business requirements, and stabilizing software solutions by resolving software development and production related defects. Review and approve technical solutions and code written by peers, and vendor development resources.
This candidate will have a high degree of interaction with systems analysts, applications engineers, applications architecture team, QA team, and release team. This role requires a high degree of independent work effort as well as needs a healthy and collaborative team spirit. The candidate should be able to write software code independently and be able to act as a technical lead. This position typically reports to an IT Manager within the organization.
RESPONSIBILITIES:
- Responsible for design and development of systems including making recommendation on the use of technology standards and tools.
- Responsible for managing the developers assigned to project, knowledge of SCRUM processes, code review, knowledge of managing SVN.
- Serves as the key technical support domain leader and interface between IT and BSC business functions leveraging portfolio application systems (in coordination with PMO counterpart)
- Consults and makes recommendations to management on significant issues.
- Drive problem management activities across application portfolio
- Manages and prioritizes (with PMO input) delivery of minor enhancements
- Supports an environment emphasizing resource development and growth in support of the Blue Shield of California values
Qualifications:
Job Required Education/Experience
- Bachelors in computer science or related field or
- 8+ years of IT experience
- Extensive experience in programming languages: .NET, Java, C#, C++, SQL
- Strong knowledge on Healthcare domain
- Experience with Oracle/SQL databases and strong PL/SQL knowledge
- Experience developing and delivering communications to executive stakeholders
- Experience in managing projects by following end to end SDLC methodology
- Responsible for developing and implementing new products and/or approaches in conjunction with implementing new/existing technologies.
- Develop software verification plans and quality assurance procedures
- Tailor and deploy software tools, processes, and metrics
- Develop technical & business subject matter expertise
- Develop, adjust, and comply with technical design, coding, and security standards
Nice to have
- ITIL v3 certification (advanced certification preferred)
- PMP certification
